Makes 12 servings, 2 topped crackers each.
Place potatoes in single layer on microwaveable plate. Microwave on HIGH 1-1/2 min. or until potatoes are slightly softened; cool completely.
Chop potatoes; set aside. Melt butter in medium skillet on medium-high heat. Add onions and green peppers; cook and stir 1 to 2 min. or until crisp-tender.
Add potatoes and black pepper; mix lightly. Cook 3 min. or until potatoes are lightly browned, stirring frequently.
Top crackers with meat, potato mixture and mustard-mayonnaise blend just before serving.
