Makes 24 servings, 2 "empanadas" each.
Heat oven to 350°F.
Cook first 4 ingredients in nonstick skillet on medium-high heat until meat is done, stirring frequently. Add all remaining ingredients except crackers and cheese; cook 5 min., stirring occasionally.
Place 48 crackers in single layer on baking sheet; top with meat mixture and cheese.
Bake 3 min. or until cheese is melted. Top with remaining crackers to make 48 "empanadas."
Add 1/4 tsp. ground red pepper (cayenne) to cooked meat mixture along with the cumin and cinnamon.
