Place 4 candies in 2-cup microwaveable measuring cup. Add the water; stir. Let stand 15 min.
Microwave candies on HIGH 3 min. or until almost completely melted, stirring after each minute. Set aside.
Heat milk in small saucepan on medium-low heat 4 to 5 min. or just until milk comes to a simmer. Remove saucepan from heat.
Add chocolate to the hot milk; whisk until chocolate is completely melted and mixture is well blended.
Pour melted candies evenly into 2 heatproof 8-oz. glasses or mugs. Add hot chocolate; stir.
Top with whipped topping, marshmallows, sprinkles and remaining candies.
