Place 4 candies in 2-cup microwavable measuring cup. Add 1/4 cup water. Let stand 15 min.
Microwave soaked candies on HIGH 3 min. or until candies are almost completely melted, stirring every minute.
Refrigerate 10 min.
Meanwhile, pour remaining water into shallow dish, then add sugar crystals to separate shallow dish. Dip rims of 2 (8-oz.) glasses, 1 at a time, into water, then into sugar, turning to evenly coat edge of each glass with sugar.
Pour chilled melted candies into prepared glasses. Slowly add 1 cup (8 oz.) of sparkling water to each glass.
Thread remaining candies evenly onto 2 toothpicks or small wooden skewers. Use to garnish mocktails.
Substitute lemon or lemon-lime flavored seltzer for unsweetened sparkling water.
