Heat oven to 350°F.
Line 13x9-inch pan with foil, with ends of foil extending over sides; spray with cooking spray.
Combine flour and baking powder. Beat butter and sugar in large bowl with mixer until light and fluffy. Add eggs and vanilla; mix well. Gradually beat in flour mixture. Add half EACH of the chopped cookies and butterscotch chips; mix well.
Spread batter evenly onto bottom of prepared pan.
Top with pretzel pieces, and remaining chopped cookies and butterscotch chips. Use back of spoon to partially press toppings into batter.
Bake 35 min. or until toothpick inserted in center comes out with fudgy crumbs. (Do not overbake.) Cool completely.
Use foil handles to remove dessert from pan before cutting into bars to serve.
Store any leftover brownies in airtight container at room temperature up to 5 days before serving.
Use a long serrated knife to cut the dessert into bars. The serrated blade will make it easier to cut through the pretzels and cookies on top of the dessert.
