Heat oven to 350°F.
Line 13x9-inch pan with foil, with ends of foil extending over sides. Spray with cooking spray; set aside.
Empty cake mix into medium bowl. Add oil and eggs; stir just until blended. Stir in half the cookies.
Spread batter evenly onto bottom of prepared pan; top with remaining chopped cookies.
Bake 12 to 14 min. or until toothpick inserted near center comes out with fudgy crumbs. (Do not overbake.) Cool completely. Use foil handles to remove brownie from pan.
Microwave frosting in small microwaveable bowl on HIGH 5 sec. or just until softened. (Do not microwave until melted.) Spoon frosting into resealable plastic bag. Cut small piece off one bottom corner of bag; use to drizzle frosting over brownie. Let stand until firm before cutting brownie into pieces to serve.
After drizzling cooled brownie with the warmed frosting, top with sprinkles in the colors of the holiday at hand, such as Christmas, Valentine's Day, Mother's Day or Fourth of July.
Prepare with vanilla or chocolate frosting.
