Wash apples and dry thoroughly. Insert 1 wooden pop stick into stem end of each apple.
Microwave marshmallow creme and water in microwaveable bowl on HIGH 20 sec.; mix well.
Cover baking sheet with parchment. Dip apples, 1 at a time, halfway into marshmallow creme; place on prepared baking sheet. Refrigerate 10 min.
Dip bottoms of apples into chocolate, then immediately dip into graham crumbs.
Return to baking sheet. Refrigerate 2 hours or until firm.
